Mr Douglas made the call at the Ole Mas Festival which was held in St Joseph on Sunday.
About 16 groups participated in the Festival.
Mr Douglas says the Ole Mas Festival in St Joseph should serve as a reminder of the resilience of the Dominican people.
And Chief Cultural Officer Raymond Lawrence called for a spirit of unity to continue in Dominica in the aftermath of Hurricane Maria.
